What am I missing

Alright... it has been years since ive done any modding to mythII. I'm trying to re-establish myself slowly by making simple changes to the game. I have run into a problem. I altered the map on willow creek by adding 4 more soldiers. The extra soldiers are there when I play the game. However my local folder remains empty. How is it being saved for the game to know those extra soldiers are even there. If I remember correctly any changes to the game are saved in the local folder, and by creating a new empty local folder you get a fresh start. My local folder remains empty, but the game is still changed. What am I missing?
